Project Roles
EIS Team
Federal Aviation Administration (FAA) — The Decision-maker
The FAA is the lead federal agency responsible for overseeing the environmental review process and ensuring compliance with federal aviation and environmental requirements:
Leads the environmental review, prepares the EIS, and oversees public outreach.
Coordinates with federal, state, local, and tribal governments throughout the process.
Ensures compliance with applicable environmental laws and regulations.
Issues the Record of Decision, which approves, modifies, or denies the federal actions.
City of San Antonio (COSA) — The Project Sponsor
Owns and operates San Antonio International Airport and proposed this program.
Provides planning, design, and technical information for the FAA to evaluate.
Does not decide the outcome of the environmental review.
Consultant team — Technical Support to the FAA
Conducts the environmental analysis and prepares EIS documentation under FAA direction.
Cooperating and Participating Agencies
A number of federal, state, regional, and local agencies with legal jurisdiction or special expertise in environmental resources present have been invited to participate in the development of the EIS.
As an airport capacity project, agency coordination is conducted pursuant to 49 U.S.C. 47171, which requires a coordinated, expedited review of this project.
Milestones will be tracked publicly on the Federal Infrastructure Permitting Dashboard.
