Purpose and Need
The City of San Antonio (City), Aviation Department, is proposing to construct airfield improvements at the San Antonio International Airport (SAT or the Airport), in San Antonio, Texas, collectively referred to as the Airfield Safety Enhancement and Improvements Program (ASEIP or Proposed Project). Key components of the Proposed Project include reconstructing and extending Runway 13R-31L; upgrading Runway 13L-31R for commercial air-carrier operations; and decommissioning Runway 4-22 for conversion to a future taxiway.
The need for these improvements stems from a combination of safety, design, and capacity deficiencies in the Airport's existing airfield, including FAA-designated hot spots associated with a history of runway incursions, pavement and geometry that no longer meet current FAA design standards, and airfield capacity constraints relative to future demand. The Proposed Project also addresses the need to improve local airspace efficiency by better separating civil and military operations at SAT and the nearby JBSA-Randolph and JBSA-Lackland installations.
