SAN ANTONIO INTERNATIONAL AIRPORT (SAT) AIRFIELD SAFETY ENHANCEMENT & IMPROVEMENTS PROGRAM
Environmental Impact Statement(EIS)
The City of San Antonio Aviation Department is proposing to construct improvements to its airfield through the Airfield Safety Enhancement and Improvements Program (ASEIP). As a major federal action subject to the National Environmental Policy Act (NEPA), the Federal Aviation Administration (FAA) is conducting an Environmental Impact Statement (EIS) to evaluate potential environmental effects, compare alternatives, and gather public input before a decision is made.
Project Overview
Key elements of the Proposed Project include upgrading Runway 13L–31R for commercial air-carrier operations, reconstructing and extending Runway 13R–31L, and decommissioning Runway 4–22 for conversion to a future taxiway. The project also includes construction of connector taxiways; a new mid-field parallel Taxiway M; extensions and improvements to Taxiways G, H, and R; construction of a new compass calibration pad; removal of existing pavement; reconstruction and reconfiguration of select vehicle service roads; and implementation of associated electrical, drainage, and communications infrastructure upgrades.
Project Background
The City is pursuing the ASEIP to enhance safety, address deteriorating pavement conditions, meet capacity needs, and improve airspace efficiency at SAT. The need for the program was initiated by the condition of Runway 13R-31L, where existing pavement is reaching the end of its useful life. The program’s components were identified in the SAT Strategic Development Plan (SDP) and are shown on the Airport Layout Plan (ALP). In 2024, a Draft Environmental Assessment (EA) was initiated to evaluate the ASEIP under NEPA. Based on preliminary analyses from the EA, the FAA determined that an EIS would be required.
